It is called semaphore because both sides can raise flags. Semaphore Intel members can confidentially ask us to investigate individuals and companies

We are committed to protecting the anonymity of sources where confidentiality has been agreed and not waived by the source, except where the source has been manifestly dishonest. We do not record who has referred names in the database.
